At the opening of the meeting, Prime Minister Nguyễn Tấn Dũng commended the Government Office and the Vietnam Posts and Telecommunications Group (VNPT) for successfully establishing the online network that connected the Government meeting room to all People's Committees across the country. He also highly appreciated the full and serious participation of the Chairpersons of the People's Committees of all 63 provinces and cities.

Earlier that day, at 6:30 AM, technical experts and staff conducted a final check of the system to ensure smooth transmission. At 7:00 AM—one hour before the session began—Prime Minister Nguyễn Tấn Dũng personally visited the Government’s online meeting room to inspect the technical preparations.

During the meeting, the Chairpersons of the centrally governed provinces and cities expressed their support for holding regular Government meetings via video conferencing. Mr. Mai Văn Ninh, Chairman of Thanh Hóa Province, expressed his desire for the Government to continue this format regularly, allowing localities to share their advantages and challenges in socio-economic management, while also gaining a better understanding of the Government’s directions and policies for timely implementation.

This marked the first time that video conferencing was used for a regular Government meeting, delivering a strong message from the Government and the Prime Minister about the active adoption of information and communication technologies to improve administrative efficiency and promote cost-effectiveness. All meeting materials were uploaded to a central data system, organized systematically for easy access by Government members and provincial leaders for reference, reporting, and discussion.

Through the online conference format, Chairpersons of provincial People's Committees were able to receive real-time updates on national socio-economic developments and participate directly in discussions to implement Government measures aimed at curbing economic decline, maintaining growth momentum, and ensuring social welfare.

As previously reported by the Government Web Portal, under the close direction of Minister and Chairman of the Government Office Nguyễn Xuân Phúc, and with the support of Viettel (Military Telecommunications Group) in transferring operational experience, a team of experts and technical staff from the Information Technology Center (VPCP), the Government Web Portal, and VNPT worked together to install and finalize the logistics for the Government’s first online meeting using a modern video conferencing system.

The March 2009 regular Government meeting focused on two main areas:

1. Reviewing the socio-economic situation in Q1/2009 and implementing plans and solutions to prevent economic decline, sustain economic growth, and ensure social security.

2. Discussing and commenting on several draft laws and resolutions submitted by the Ministries of Construction, Justice, Information and Communications, Health, Culture, Sports and Tourism, and Planning and Investment.
