  • Expand business operations to meet the growing demand for telecommunications technical services and new technologies.

  • Become the largest and most professional provider of telecom technical services in Vietnam: technicians must be proficient in all areas and experts in at least one field to be mobilized for large-scale projects.

  • Act as a commercial partner with the best marketing network and after-sales technical services.

  • Strengthen and organize the workforce effectively, with a focus on developing the Huawei–TST Vietnam factory.

  • Actively expand international cooperation with major global manufacturers to seize business opportunities, optimize capital use, and elevate TST’s industrial and service capabilities.

  • Improve and strengthen the company’s functional structure and that of its subsidiaries. Promote decentralization to enhance proactivity at the subsidiary level.

  • Enhance internal unity and ensure effective management in compliance with regulations and the law.

  • Fulfill obligations to employees, the State, the industry, and shareholders.

  • Ensure absolute safety in business operations in terms of personnel, equipment, vehicles, and infrastructure.


1. Human Resource Development

  • Focus on targeted training for leadership and succession planning.

  • Quarterly professional training plans for staff at each unit.

  • Maintain and promote the training of technical teams to ensure service quality and meet new service demands.

  • Encourage teamwork and group collaboration.

  • Plan annual workforce needs per department to ensure optimal human resource structure.

  • Develop attractive HR policies to recruit and retain qualified personnel.


2. Maintenance, Repair, and Emergency Response

  • Continue and expand maintenance of traditional equipment such as transmission systems, power sources, and auxiliary systems.

  • Promote new services: ADSL and BTS equipment maintenance, and equipment testing.

  • Strengthen maintenance of xDSL and implement maintenance for MSAN access equipment, WiMAX, terminals, and leased line services.

  • Enhance maintenance of mobile communication systems: transmission, BTS (indoor and outdoor), power supply, and support systems.

  • Gradually participate in investment and maintenance of NGN systems and telecom equipment in buildings (e.g., BTS test devices, access equipment, cable networks).

  • Expand BTS testing both in and out of the industry, including product and service quality assessments.

  • Prepare for 3G, IPTV, and Videoconferencing technologies to qualify for post-warranty maintenance contracts for Node B and similar equipment.

  • Expand emergency response and station operation support services for non-VNPT mobile service providers and foreign telecom firms.


3. Construction

  • Aggressively expand market reach nationwide, maintaining strong relationships with existing clients.

  • Identify future target markets, especially non-VNPT entities such as HT Mobile and Gtel.

  • Position the company as a subcontractor for foreign firms in turnkey network infrastructure projects.

  • Learn FTTX technology to stay ahead in upcoming service demands.


4. Installation

  • Expand market coverage nationwide, especially with existing clients. Explore new markets outside VNPT such as Gtel, EVN, and international firms, as well as regions beyond Vietnam like Laos and Cambodia.

  • Proactively study new equipment such as Node B and RNC for future installations.

  • Strengthen quality control of services provided.

  • Learn FTTX technology to prepare for future implementation.


5. Design Consultancy

  • Strategically expand markets nationwide, clearly identifying traditional, potential, and short-term target markets. Coordinate closely between in-house design and construction teams to avoid overlap.

  • Focus on three core areas: access networks, transmission, and switching. Also, engage in designing antenna towers and IT projects.

  • Provide consultancy for microwave route planning, frequency optimization for BTS/Node B, computer networks, and cybersecurity.

  • Strengthen capabilities in project planning and design for large-scale telecom and IT infrastructure with advanced and modern technologies.

  • Adopt cutting-edge global achievements in construction technologies under the motto “stay ahead and lead.”

  • Invest in high-accuracy, high-productivity survey and exploration equipment.


6. Trade and Equipment Leasing

  • Act as an authorized distributor for telecom equipment and solutions from both international brands and domestic manufacturers, focusing on products aligned with the 2010–2020 sector development roadmap.

  • Maintain reputation in current business sectors, ensure product quality, and expand market share in the domestic telecom market.

  • Strengthen relationships as agents for equipment manufacturers.

  • Constantly expand service markets, especially in fast-growing telecom segments under VNPT, Electricity, Military, etc.

  • Align closely with investment plans from VNPT and major corporations like VTN, VNP, VMS, etc.

  • Participate in large equipment investment projects such as subscriber access systems and mobile information services.

  • Expand TST’s market share among non-VNPT entities such as EVN, Viettel, HTMobile, and others.


7. Investment, Research & Product Development

  • Prioritize investment in measurement devices, spare parts, tools, and vehicles for maintenance, testing, and installation tasks.

  • Continue selecting efficient financial investment options, ensuring flexible and profitable capital flows, and supporting controlled operations of affiliated joint-stock companies.

  • Focus investment on acquiring equipment for service quality improvement and strengthening operational capacity of management and functional departments.
